Harolds Celms is Director of the Official Journals and Publications Production Directorate at the Publications Office of the European Union. In this context, he was a catalyst in the creation of the Interinstitutional Digital Publishing Committee, chairing this forum for promoting best practices in digital publishing of non-legal publications among EU institutions. Prior to his arrival at the Publications Office in 2010, Harolds was responsible for trade and investment promotion at the Latvian Embassy in Paris as Economic Affairs Attaché. He previously worked extensively in strategy, business development and marketing in Europe and the United States in the IT sector, both as a corporate executive with Groupe Bull and as an entrepreneur in smart card-based identity and payment services. Harolds has a Master in Business Administration from Harvard Business School.
